    Abstract: 在我國政府近年來積極推動生物科技產業及醫藥臨床試驗產業的脈絡下，生物醫學產學合作的利益衝突問題必須予以正視。因為這些政策的重點往往包括︰積極推動產學合作，並鼓勵學界及醫師將研發成果予以商業化，以增加研究者從事相關研究的誘因，並促成經濟發展及產品應用。但是另一方面，這些政策也可能改變學術機構的運作及生態，或是影響醫學界的發展方向及醫病關係。當我們考量到生醫研究往往是以「人」為研究或試驗對象時，特別還有「是否會因研究機構或研究者自身的利益，而不慎犧牲參與民眾或受試者權益」的顧慮存在。相關的「利益衝突」或「角色衝突」問題若未能妥善處理，也可能引發社會大眾對於生醫研究的疑慮與不信任，影響民眾參與研究的意願，如果屬於政府出資的研究，更可能因為納稅民眾的不支持而難以進行下去。而相關爭議也可能造成研究機構、研究人員及產業界之困擾，增添其研發時之不確定性與交易成本。本計畫希望能夠針對相關的研究倫理及國家規範予以釐清，一方面藉由制度設計來對產學合作從事者加以課責，另一方面則透過專業社群自律性的倫理要求，來達成研究需求、經濟誘因與受試者保護、研究公信力之間的平衡。
