    Abstract: 本研究是探討高科技公司的區域總部,隨著不同時間點如何在外部環境的影響和母公司所制定策略之下,如何發展組織與運作模式,以整合並協助不同類型子公司之營運,進而提昇區域整體之經營績效。
    本研究方法採個案深度訪談法,配合文獻探討及研究架構擬出訪談大綱進行訪談。再將內容彙整並進行相關之分析與驗證,得出結論如下:
    區域總部在母公司與子公司之間所扮演之角色和功能為:(1)母公司對子公司所欲推行的區域政策執行者 (2)協調: 溝通母公司跨部門和子公司之間運作 (3)控制: 管理子公司之價值活動與追蹤區域績效目標達成 (4)授權: 決定次區域和子公司之權力分配 (5)整合: 統整區域內價值活動 (6)預算: 區域和子公司業務和財務數字管控 (7)區域資源分配子公司之最適化 (8)各國家需求差異和產品市場接受度反饋母公司 (9)母公司top down和子公司bottom up資訊流彙總樞紐 (10)區域環境變化掌握因應和市場風險評估 (11)區域競爭者資訊蒐集與因應對策模擬 (12)新產品導入區域之管理 (13)母公司和子公司間執行新策略或發展新事業之橋梁 (14)子公司之績效評估 (15)子公司間創新經驗分享 (16)子公司能力提升和自我管理之培養 (17)母公司外派人才和子公司人才培育 (18)新系統管理工具導入區域之業務窗口 (19)區域外部網路連結 (20)子公司業務的品管中心。
    本研究對台灣多國企業設立區域總部之建議如下:
    1. 初期以具有母公司背景並有市場成功開發經驗者來扮演區域總部的角色,負責整合、協調母公司方向和運作,同時輔導區域內子公司操盤、蒐集市場和競爭者資料,擔任子公司諮詢者的角色。
    2. 若經營產品趨於多角化,以產品業務之經營為區域總部主要功能。依國家別和產品別分別由專人來負責特定產品-市場,考核國家業務狀況和掌握各國市場競爭動態,並進行跨國家經驗分享和國家業務督導。
    3. 當子公司運作趨於成熟,區域總部要以各產品之國家損益表來管理不同市場經營績效,並訓練子公司具有獨立管控預算之能力,再依子公司團隊的成熟度決定授權程度。
    4. 可增加區域性如外部策略夥伴網絡連結、客服、行銷、行政管理、人才培育、子公司間交流等輔助銷售功能,建立能有效管理次區域或國家差異化之解決方案,以強化子公司在當地之競爭力。
