    Abstract: Enterprises used to obtain competitive advantage by implementing marketing strategies, e.g., increasing quality, price, innovation and service in the past. However, marketing strategies were be imitated easily except knowledge. Knowledge is the critical invisible capital for enterprise to avoid imitating by others competitors. Moreover, since knowledge management procedure is one type of business process re-engineering. Therefore, constructing an appropriate knowledge management procedure is an important issue in competitive environment. Accordingly, this paper proposed a dynamic knowledge management procedure based on fuzzy clustering. The aim is to decompose equivalence class, in which activities with similar information loading. Then, this paper also involve tearing method to construct a reasonable executive ordering of activity and asked for decision makers to revise the analytical results based on actual status and experiences. For verifying our proposed method, an empirical case was illustrated to conduct.
