    Abstract: 兩岸追求臺海和平的確出現曙光，而目前此一契機與當前國際與兩岸局勢的發展有密切關係，然此一和平並非長久性的和平，雙方仍舊潛存衝突與軍事的危機，而是屬於低度性和平，具有高度的脆弱特性，畢竟兩岸迄今仍有最嚴重的主權歧見爭議及衍生出之各項繁雜問題，即使兩岸關係在馬英九總統於2008 年5 月20 日上任以來，超越過去60 年來關係而有極大的突破發展，但是雙方因為核心的「統一」問題並未有具體共識，使得潛在性威脅和平的因子始終未能在兩岸之間消失；再加上美國對於兩岸關係的互動雖採取正面積極鼓勵和平對話立場，但是前提卻是不能損及美國國家利益，而此一立場與態度更是兩岸追求臺海永久和平的最大制約，故當前臺海的和平是脆弱，有待更多有利和平鞏固的因子加入，讓當前和平能升級，否則兩岸之間追求永久和平的期盼隨時有可能受到任一因素的影響而崩解。
