Starting from the main concern of comparative politics, there are two types of intervening economy: Developmental State and Entrepreneurial State, this paper tries to clarify their definitions, and intends to analyze how these two concepts are applied to China. Based on China’s experiences in recent years, this article reconstructs a new theoretical framework to analyze roles of local state in economic development. The most important academic contribution of this paper is the creation of the term “government funded capital channels” and “market funded capital channels” as new independent variables. Thus, this paper’s theoretical structure combines a new independent variable with an existing variable “the ways for state intervening economy” to establish a new typology: four types of state roles in economic development. The mixed type in our typology, “Market Oriented State Capitalism”, was ignored by scholars.By employing the aforementioned, this paper analyzes two Chinese prefectural cities, Dongguan and Suzhou, whose roles of economic development path since 1979, and finds out that “Market Oriented State Capitalism” is the main economic development pattern in China coast region. In short, this paper attempts to bridge the relation between China studies and Comparative Politics, and establishes new theoretical structure from China’s development experiences in order to enrich the theories of Comparative Politics.
