    Abstract: 武器管制曾經是冷戰時期的主要國際關係問題之一, 美蘇兩國曾舉行多次的雙邊 談判,而由聯合國、北大西洋公約組織和歐洲安全合作會議所策劃與推動的多邊談判也達到 不同的成果。冷戰結束之後,武器管制的熱度明顯下降,不論雙邊或多邊談判均大幅度減少 。主要的原因是國際間緊張程度和戰爭風險降低,美俄雙邊關係改善,武器管制的必要性隨 之下降。本文就武器管制的歷史做一扼要回顧,對主要的談判成果逐一分析,同時展望未來 與國際關係的互動關係。在後冷戰時期,武器管制的急迫性轉趨和緩,但重要性依然存在。
    Arms control was one of the main issues in international politics during the Cold War era. The United States and the Soviet Union concluded several rounds of negotiations on arms control. The United Nations, the North Atlantic Treaty Organization and the Conference on Security Cooperation in Europe also reached agreements on arms control. In the Post-Cold War era, the importance of arms control has declined, thus reducing the number of bilateral and multilateral negotiations on arms control. The main reasons for these results are obvious. First is the general reduction of tension and danger of war in international relations. Second is the improved relations between Washington and Moscow. These two factors subsequently reduced the necessity of arms control. This paper reviews the history of arms control and analyzes major achievements. It also provides some prospects for future arms control.
