Title:	孫中山均權制度的再省思

Abstract:	中國歷史的變化似乎存在兩項「規律」，一為「天下大勢，合久必分，分久必合」；另一為「一治一亂，治亂相循」。為了打破「一治一亂，治亂相循」，孫中山先生提倡民權革命，消除人民爭做皇帝的野心，避免天下治亂相循；同時為了避免中央政府與地方政府的權力爭鬥，中山先生開創均權制度以調節中央與地方的事權劃分，同時希望中央與地方維持在「統一中有分立，分立中有統一」的關係。此均權制度的落實，考驗著政府治理的效能，當代公共行政學重視府際關係，強調府際間的跨域治理，然而臺灣地方政府間有著府際合作的論壇或資源共享協議，也有不同層級政府為了水災防治，爭奪資源與推諉責任，可見跨域治理存在觀念與行為的落差。均權制度賦予地方政府一定的人事與財政上自主權，而城市的人口增長對於地方政府的級別調整、權力與資源分配，有一定的誘因，從而造成海峽兩岸的城市發展競相以升格為念，然而城市發展帶來生態與環境的負面壓力，引發學者的檢討反省，本文希望兩岸城市發展能相互借鑑，在過與不及之間找到平衡點。
