Abstract:	蔣中正於1937年7月17日在第一期廬山談話會第二次共同談話對於盧溝橋事變發生後政府處理方針的報告,被認為是對盧溝橋事變的嚴正表示,宣示政府的立場,以及抗戰到底的決心.除了1937年7月19日分開發表的談話會講詞外,這份報告存在基本精神與立場相近但內容互有出入的三個版本:“速記錄”、“致詞”和《告全國國民書》,三者相互參看,方能進一步了解政府在盧溝橋事變初起時的政策方針;另一方面,由“講詞”發表過程中,蔣氏對於內容的斟酌,以及發表時間、形式的考慮,亦可以看出作為一個領導者,蔣氏在處理關乎國家未來發展之重大決定時的態度與決心
