    Abstract: 非政府組織跨國倡議活動已逐漸成為國際關係研究裡一個重要的主題,而有必要整合相關社會學與政治科學的理論方法來考察這種新型態的跨國集體行動。反新自由經濟全球化運動是集結了各種非政府組織與基層人民行動者,這些在跨國政治中相對處於邊緣的行為者,共同努力追求達成某種形式的社會與政治規範改變。對抗新自由經濟主義的行動者在不同的國際與國內決策舞台面對不同的政治機會,這些因素影響了行動者所採取的策略性行動以追求有效達成其政治目標。本文企圖在國家與市場之外探求非政府組織在建構全球經濟議程中所扮演的角色,以用來解釋非政府組織倡議全球社會正義運動之現象。
    NGOs transnational advocacy activities are emerging as one of the major topics in international relations research, of which sociology and political science approaches need to be integrated. Anti-neoliberal economic globalization movements are efforts by clusters of NGOs and grassroots activists, which are relatively marginalized actors in transnational politics, to promote some of social or political changes. Activists promoting different goals from neoliberalism face different political opportunities in international and national decision-making arenas, and these factors influence the strategic actions they make. Beyond state and market, this paper attempts to explore the role of NGOs in constructing global economic agenda so as to explain how NGOs advocate global social justice.
