    摘要: 雖然推動文化創意產業已成為各國政府的共識,但是對於這個產業的定義、範 圍以及和其他產業的關係卻一直沒有定論。各國對於文化創意產業的定義分類不同就反 映著大家認知的差異與概念的模糊,這顯明在學術上有進行基礎研究的必要。本研究的 動機就是希望能釐清科技、文化、創意與創新的關係。這項研究不僅是基於學術探索的 好奇,也是來自台灣在制訂與執行產業創新政策上的迫切需要。當政府以過去推動高科 技產業的經驗以及相關政策工具來推動文化創意產業時,辨明科技研發與文化創意的異 同就顯得十分重要。 本研究首先釐清文化、創意、科技、環境與生活的關係,然後依據創意產生價 值(真、善、美)的三種取向,建立科技創意與文化創意和產業創新的觀念架構。由於 廠商在功效型專利及設計型專利的佈署,可以衡量這家公司在「求真」的科技研發及「求 美」的文創研發的相對努力程度。本研究的目的是以台灣專利資料庫及廠商創新資料庫 TIS 2 為基礎,探討各行各業在進行產品創新時,文化創意活動的最適程度為何? 由於 TIS 2 的資料優異以及本研究分析模式的獨特性,本研究的結果將可在文化 創意與產業創新的互動議題上取得學術界的前導地位。而對於台灣政府以國家政策企圖 藉由文化創意提升產業創新及國際競爭力之際,本研究的結果將及時地提供關於文創產 業與科技產業的「整合性」觀點以及「實證性」論據,使相關的文創與科技政策能有事 實根據(Evidence-based)以及最高的綜效(Synergy)。
    The fast growth of creative industries around the world has attracted the attention of researchers in the field of economics and management, who traditionally regard industrial innovation as the driving force of economic growth. Some researchers may ask “Are creative activities related to industrial innovations?” This issue is urging and important. In previous project, we select a strictly defined manufacture sector and identify the correlations between technology innovation and creative activities (design, packaging, and advertising) by regression models. We have control the business type (B to C, or B to B) of firm, because B to C industries usually need to advertise to end users and care about the package and aesthetic design of product. We find that product innovations are significantly correlated with the creative activities even we have moved away the impact of business type (B to C). We have shown that even the most rigid and least cultural-flavored industries will initiate creative activities in innovation process. However, we cannot identify the optimal level of creative activities to promote the industrial innovation due to the limitation of data. By combining the Taiwan Patent Databank and Taiwan Innovation Survey (TIS 2), this research project is aimed to break this limitation. We define the Cultural Creative Propensity (CCP) of firm by the number ratio of its design patents to overall patents, then regress CCP and other controlled variables with the innovation performance of firm. We expect to find the optimal level of creative activities to promote innovation for each industry. The expected results of this research project not only can promote the researcher into the pioneers of this academic area, but also can provide some evidence-based suggestions for industrial innovation policy makers to integrate the creative and high-tech industries.
