    Abstract: 本研究之目的乃比較研究東西方五個國家間,即英國、德國、美國、韓國與新加 坡之住宅經驗,及探討住宅權屬型態與政府政策、住宅金融之可及性、補助方向及政策之連 貫性間之相互關係,以期能藉由他國之經驗,研擬出適合臺灣國情及現況之住宅政策。 研究結果指出合理的住宅負擔能力,若以平均房價與家庭年所得比較而言,其比率以不超過 五倍為宜,否則即應酌予提供租屋補貼;而提供之住宅補助不應偏向購屋或租屋單一方向, 應以公平為原則,考慮每一誠實納稅人。且沒有一個住宅政策是完美無瑕且適用於每個國家 ,愈高的住宅自有率也並不等於愈完美的住宅政策。一個國家所採行的住宅政策不應是短期 ,片面之權宜措施,而應針對既有的現有住宅狀況及租買型態對症下藥,如此方能避免套用 他國政策的錯誤,以達施政為民的目的。
    The purpose of this study is to compare housing experiences of five Eastern and Western countries, i.e., United Kingdom, the former West Germany, the United States, Singapore and South Korea. And to illustrate the interrelationship between housing tenure pattern and government political ideology, accessibility of housing finanec and orientation of housing subsidies among these countries. It is expected that housing experiences of these countries can be adopted for the development of housing policies in Taiwan. Concusions of this study suggest that the housing affordability, measured by the ratio of average housing price to household annual income, is reasonable if less than 5, otherwise rental subsidies should be provided. Housing subsidies should not be provideb towards single direction, either buying or reting. The principle of equity should always be taken into consideration. Moreover, there is no specific housing policy that is perfect for every country and that a high home ownership ratio does not necessarily equate with a successful housing policy. Housing policies that a government employs should respond to the prevailing housing conditions to avoid the failure by employing so-called perfect policies.
