    Abstract: 我國政府雖已推行電子化政府多年,但立法院作為最高民意機構,在資訊民主及公民參與方面,仍有相當大的改進空間。由於法案、預算牽連層面極廣,如須發揮功能與有效運用,除了既有資訊服務外,更需要整合外部資訊;如相關研究機構報告、民意論壇、以及公民的參與和監督等等。 本計畫之目的,便在於有效整合國會資訊,使之具備智慧型搜索之功能,並結合 學者及非營利組織工作者,建立以研究為導向的模式,達成國會資訊的數位化,期更 能符合數位公民的需求,同時推廣資訊倫理與數位人權之概念,強化民主活力。 本計畫第一年除了彙整立委基本問政資料之外,並以6項過去的重要法案為基礎,與各個法案相關的非營利組織合作,將法案內容、投票記錄、發言討論、新聞報導、輿情反應等相關資料進行蒐集與整理,並採用開放、標準、免授權的資料格式,建立典藏網站,保存政府與民間對於法案之多元記憶,並透過工作坊之舉辦,,增進民眾對資訊倫理與數位人權的認識。 第二年則將研擬適合網路使用者參與之平台,以協同運作之概念,提供工具與機制,鼓勵非營利組織與一般民眾參與典藏工作。本年度並將開發API (The Application Programming Interface),舉辦平台資料應用比賽,鼓勵社會大眾善用數位典藏計畫之成果。此外,本計畫並將舉辦國際研討會,邀請國內外專家、學者、非營利組織工作者,討論典藏資訊與資訊倫理、數位人權之相關議題。
    Taiwan has implemented the e-government for many years. However, there is still considerable room for improvement of the Legislative Yuan referred to the information democracy and civic participation. Due to the Bills and annual governmental Budget influence very broadly, in addition to using the current governmental information, we need to integrate external resource, such as research institutional reports, public forums, and encouraging more citizen participation and watch lawmakers to make the Congress information more function and effectiveness. The purposes of the Open Congress project include to effectively integrate the Congress information system equipped with the function of intelligent search; to establish a research-oriented model that academics should collaborate with non-profit organizations (NPOs) to reach the goal of Congress informational digitization and the needs of the digital citizens; and to promote the concept of information ethics and digital human rights, and to strengthen democratic vitality. In the first year, in addition to collect the information of legislators, the project will collaborates with those NPOs that influenced by the six of the important Bills. We collect the contents of these Bills, voting records, speeches discussions, news reports, public opinions and other related data. The usage of the open, standard, license-free data format data is employed. We construct the collection websites to save the diversity opinions and records of the governmental and private sectors toward the Bill. The workshops of Open Congress are held to promote the information Ethics and to awareness of digital human rights for the public. During the second year, the project will develop a website platform for encouraging Internet users participate based on the concept of operational synergies, providing tools and mechanisms to encourage NPOs and the public involved in collection work. The Application Programming Interface (API) of congress information will be developed and used in the competition of congress application platform which encourages the website community to make good use of the results of Digital Archives project. In addition, the project will conduct international seminars that invite foreign experts, scholars and non-profit organization workers discuss related issues of the digital archives, informational ethics, and digital human rights.
