    摘要: 1980年代當中國大陸開始進行經濟改革之際，被稱為改革開放總設計師的鄧小平對中國國防科技工業改革的指示是十六字方針，其具體內容是「軍民結合、平戰結合、軍品優先、以民養軍」。 2002年秋季舉行的中國共產黨第16屆全國黨代表大會上，胡錦濤繼江澤民接任黨的總書記。不久，胡錦濤即改變了鄧小平指示的說法，提出國防科技工業改革要朝「軍民融合」的方向發展。 到底「軍民結合」和「軍民融合」有何不同？在概念認識上兩者有何差異？在具體做法上兩者有何差異？「軍民融合」和胡錦濤主張的創新有什麼關係？在認識上，中國大陸何以認為「軍民融合」可以導致創新？中國大陸的「軍民融合」和西方實施的有什麼異同？到底軍民是否可以融合？
    When China started the economic reform in 1980s, Xiaoping Deng gave a 16-character instruction to defense S&T sector, and they were “junmin jiehe, pingzhan jiehe, junpin youxian, yimin yangjun” [civil-military integration, peace-war integration, priority of military product, civilian to support military]. In the fall of 2002, the Chinese Communist Party’s 16th Party Congress was held, and Hu Jintao became the secretary general. Hu gave instruction to defense S&T sector, requiring the sector reform should be proceeded toward the direction of civil-military fusion. Questions for this research project are: what are differences between the two conceptually? In terms of concrete measures, are there differences? How the civil-military fusion is related and can contribute to innovation, a goal raised and pushed by Hu Jintao soon after he had taken over the secretary general? How the civil-military fusion practiced and conceived by China differ from that of the western world? And is civil-military fusion achievable?
