    Title: 警察人員職場偏差行為及其因應對策之研究:以新北市政府警察局永和分局為例

    Abstract: 隨著臺灣民主化的進步及社會風氣的開放,身為國家執法機關的警察組織也要因應環境的變動而採取各項的措施,以跟上及融入社會變遷的腳步,而個別的警察人員在面對這快速、巨變的社會,所表現出有關工作上的一舉一動,就顯得相當敏感且重要了。因此,了解警察人員的職場偏差行為與找出因應之對策,即成為政府及研究者關心的議題。
    但警察時不時仍有弊案傳出,顯示出組織現行防弊制度未發揮預期的效能。且目前對於警察人員偏差行為的管理及控制,仍然缺乏有系統的研究。
    因此,本研究之目的有:(1)根據警政署發行之風紀宣導手冊,分析其中的案例及現有文獻,歸納警察人員職場偏差行為之類型及特性。(2)透過問卷調查法蒐集新北市政府警察局永和分局所屬警察人員的人格特質、有無曾經從事過職場偏差行為及對於現行警察組織防弊制度了解程度。(3)綜上數據進行分析,探討各種警察人員職場偏差行為。(4)研究出警察人員職場偏差行為之因應對策及相關建議。
    本研究嘗試著了解每個擁有不同人格特質的警察人員,其人格特質是否會導致其職場上的偏差行為。再來,除了討論警察人員的人格特質有無影響其職場偏差行為產生,並進一步從警察人員對於組織現行防弊制度的了解來看,所從事各種警察人員職場偏差行為的類型及程度。本研究對於新北市政府警察局永和分局使用立意抽樣的調查方式,收回有效問卷392份。
    研究結果發現:(1)擁有不同人格特質的警察人員,確實會對於其職場上的偏差行為產生影響。(2)警察人員對於其組織現行防弊制度的了解程度,對於某些類型職場偏差行為有著明顯的負相關,但對於另一類型的職場偏差行為則無相關性。(3)最後還發現,警察人員的人格特質,並不影響其對於現行警察組織防弊制度的了解。
    最後,本研究希望能對警察人員職場偏差行為有更多的瞭解,進一步討論出因應的對策及未來研究的方向。
