    Abstract: 資訊系統(Information Systems)的建置與推展,在中央及地方政府都已是重要的電子治理方案。但是,在政府龐大成本背後,資訊系統的推展除了執行過程中遭遇到許多的挫折與困難之外,執行成效亦缺乏有效的評估方式。 本文的主要目的即以台中市與高雄市政府建置「地理資訊系統」為例,從公共行政的角度,檢視政府單位在資訊科技的建置與推展過程,所面臨組織與制度層面的問題。研究的結果發現,組織面與制度面都是影響台中市與高雄市地理資訊系統建置成效的重要因素,尤其是「內部人員的了解」、「內部長官支持程度」、「內部人員的支持程度」與「組織內部的溝通」,更是影響成效的關鍵。 因此,未來電子化政府的推展過程中,資訊系統的建置,勢必不能僅止於技術層面的發展,更必須要有良好的組織條件與制度條件配合,加強人員的教育訓練與組織間的協調機制,才能有事半功倍之效。
    The development of the information systems (ISs) has become an important part of e-government policy in central and local governments. However, in spite of the huge amount of investment, the development of the ISs not only encounters many difficulties during its process of construction but also lacks effective evaluation on its implementation performance. By comparing the geographic information systems (GIS) constructed at the Taichung and Kaohsiung City Governments, this study examines the factors that influence the ISs construction from the public administration perspective. Our findings show that organizational and institutional dimensions are crucial for the success of GIS construction. Specifically, we find that leadership support, staff cooperation, and internal communication are the crux. We therefore conclude that, besides stressing the technical development, the construction of the ISs in the e-government policy should pay more attention on institutional design, staff education and training, and organizational coordination so as to achieve its policy goal
