    Abstract: 本文強調公共行政學的發展,歷經層級節制∕權威、市場∕價格、社群組織∕信任三種治理模式,各有利弊而有互補關係,每一種治理模式亦有其認識論與政治理論的基礎。傳統公共行政和新公共管理理論,均視公民參與為一種有礙行政效率的行動,或置公民參與於被動的角色,忽視公民參與有利於組織、社群、與國家的治理。本文最後強調社會資本的累積有助於公共行政的管理,能促進人員的內聚力,不僅是公民參與的基礎,也是管理成功的要素。
