    Title: 析述大陸人口轉型與人口老化現象－從生育政策面探究

    Abstract: 大陸人口轉型應是一種非自然的轉變或可稱為是一種誘導式的轉變。伴隨著人口轉型而來的結果是年齡結構由年輕型逐漸轉變為老年型，大陸老年人口發展狀況的特色為：老齡化發展速度快。老化程度低、絕對量大。老化速度與老化水平存在地區差異。人口老化速度超前於經濟發展水平。大陸人口加速轉型，雖顯示出其在人口抑制政策方面取得頗高的成效，緩解了人口數量增長、人口規模膨脹對未來的壓力，但低生育率的實現並不表示人口問題已然解決，隨著人口的轉型，人口老化將是大陸新的人口問題。而人口老化的速度和絕對量的龐大更加重問題的嚴重性，在各種條件尚未準備妥貼之前，問題已然迫在眉睫。在無從改變生育率以減緩老化速度下，面對日益老化的人口，中共乃於八○年代初開始著手規劃老年保障制度的改革與建立，一些相應的社會保障制度也陸續推展，以為因應。
