    Abstract: 隨著經濟全球化的進展，貿易、投資和金融自由化已經成為不可改變的趨勢，同時伴隨資訊科技（information technology）的蓬勃發展而導致「數位經濟」（digital economy）或「知識經濟」（knowledge economy）的出現。在我們週遭的＂0＂與＂1＂不間斷地跳動著，資訊的傳、輸、存、送和呈現總在微瞬之間，如何擷取有益的資訊並將之轉化為有用的知識與技術，將是競爭力良窳的關鍵所在。本文將試著探討知識經濟時代下知識的管理與組織知識的創造理論，縱使公共行政學界與實務界在此方面之研究仍有限，但知識經濟時代著實會對政府組織及公共行政帶來相當大的衝擊，而如何因應知識經濟時代所帶來的挑戰以提供更有效能的公共服務，這將是政府組織及公共行政未來絕不可避免且責無旁貸的課題。
