    Abstract: 中共將於2012年秋冬之際，召開五年一度的「十八大」。這次會議的重點在於：政治繼承與權力交班，因此政治權力核心成員的甄補、派系與權力鬥爭的運作和妥協，以及政策發展取向與變遷，皆是海內外關注的焦點。本書主要區分為三大部分，第一部分為政治繼承與菁英甄補，重點分析與解讀中共菁英甄補理論、條件與人選預測；第二部分為人事、幹部與外交政策動向，主要探討中央與地方之互動趨勢、黨員幹部政策和心態變遷，有助於對基層黨員結構和內涵之觀察；第三部分為解放軍人事和挑戰，其中包括習近平權力運作格局、解放軍之策略與可能面臨之挑戰。
