    摘要: 鑒於台灣住宅問題嚴重，政府卻缺乏相關政策法令相因應，令人對台灣人民生活在「富裕中的貧窮」住宅環境產生無奈。因此中華民國住宅學會提出全民的《住宅宣言》，呼籲當前急需透過《住宅宣言》建立全民對住宅政策之共識，以期全體國民和公私部門重視居住水準的提昇及關照弱勢者的居住需求，通過宣導和教育，促進對整體住宅政策的重視。並儘速提出一部符合當前社會需要的「住宅法」，透過該法及相關配套措施的實施，使整體住宅政策得到普遍的認同和具體的落實。
    The government lacks a comprehensive housing policy and regulations as it faces a serious housing problem in Taiwan. The Housing Declaration by the Chinese Society of Housing Studies is advanced to enable people to have a better understanding of housing policy, so that every individual and both the public and private sectors will not only value the promotion of dwelling standards but will look after the housing demands by considering the disadvantages. It will also strive, through guidance and education, to promote the valuation of housing policies. Meanwhile, this paper suggests that a housing act that is relevant to the needs of society should be enacted as soon as possible. By passing this act and the related items, people’s universal and effective recognition of housing policies will be secured and housing policies will be specifically enforced.
