    Abstract: 美國總統柯林頓與南韓總統金泳三，於去年四月在濟州島舉行高峰會議，並提出由南韓及美國、中共舉行四邊會談的建議，希望透過四邊會談建立朝鮮半島永久和平機制，此一構想已初步獲得北韓回應，中共也願意扮演建設性的角色，顯示四邊會談的障礙已經排除。 由於北韓堅持要求增加糧食援助和美國取消經濟制裁與其他敵意活動，做為參加四邊會談的先決條件，遭到美韓拒絕而暫告破裂，不過就長期而言，在美韓的利誘及國際壓力下，北韓最終還是會放棄過去的堅持接受四邊會談，以獲取最大的利益。
