    Abstract: 本文嘗試介紹私部門的平衡計分卡管理途徑所衍生出的策略核心組織模式,描繪我國政府再造的策略地圖與相關政策行動,藉由整理台灣近三年來的政府施政計畫,歸結政府的策略核心為「提升我國政府全球競爭力,培養永續發展能力」,本文透過平衡計分卡模式的四個構面,分析達成政府再造的 策略目標。第一,就顧客構面而言,政府針對外部顧客的民眾策略目標放在強化民眾對政府的信任感,對於內部顧客的公務人員則是強調公務人員對政府的認同感。第二在財務構面上,合理的財源分配、良好的預算制度以及創造財源是三個主要策略目標。第三,內部流程構面的策略方向主要是由建立中央與地方的夥伴關係、法規鬆綁、強化政府與民間合作,以及加速行政作業構成。第四在學習與成長構面,則是希望藉提升員工能力、正向積極的組織文化和科技能力的提升等策略目標發展。
    This article is in a try to introduce the core policy formation model derived from the management approach of private sector with the balance score card (平衡計分卡), and to map out the policy for our government reengineering and the implementation of relevant policies. By means of consolidating the policy implementation plans of Taiwan government of the latest three years, we can sum up the core policies of our government to be “to enhance the global competitiveness of our government and to foster the capability of sustainable development.” This article is to analyze the goals of implementing the government reengineering policy from four aspects of the balance score card (平衡計分卡) model. First, in terms of the aspect of customers, with respect to the external customers, i.e. the public, the government sets its goal to enhance the public trust in itself, whereas, with respect to the internal customers, i.e. the civil servants, it places emphasis on their identification toward the government. Second, in regard to the finance, reasonable fund allocation, good budgetary system, and creation of financial resources are three goals for the policy. Third, in respect of the internal procedure, the policy primarily comprises the establishment of partnership between the central and local governments, loosening of laws and regulations, reinforcement of cooperation between the government and civil circles, and speed-up of administrative operation. Fourth, with respect to learning and growth, the government works toward the goals of enhancing employees’ capability, positive organizational culture, and technological competitiveness.
