    摘要: 台灣有七個衛星電視新聞頻道,競爭非常激烈,媒體為了爭奪收視率,要做到完全自律並不容易。設置新聞公評人(ombudsman)是媒體自律的一種自我實踐方式。國外已有很多類似經驗。本文主要目的在探討衛星電視新聞頻道的主管及從業人員對設置公評人的看法與接受度,所採用的研究方法包括文獻分析、深度訪談、焦點團體座談與問卷調查法。本文也會就台灣電視新聞頻道是否要實施新聞公評人制度提出建議。
    There are seven satellite TV news channels in Taiwan, and the competition among them is strong. Because of their increasing efforts to obtain higher ratings, the media have difficulty with self-regulation. The "news ombudsman" is one form of self-regulation adopted by some foreign media. It could be considered as an effective self-regulation in Taiwan. Therefore, this study investigates the feasibility of establishing a news ombudsman system for the electronic media in Taiwan, especially satellite TV news channels. It also reviews the foreign practices and gives recommendations to the media and regulator in Taiwan. The research methods in this study include literature reviews, in-depth interviews, focus groups and questionnaires.
