Abstract:	近年來，由全球氣候變遷所引起的極端氣候已經陸續出現在全球各地，它們不但奪走了許多寶貴的生命，更嚴重影響人類社會秩序的穩定運作，甚至成為國家與區域安全的挑戰。本研究將以氣候變遷為題，進一步從非傳統安全與權力政治的角度探索隱藏在氣候變遷議題背後的「氣候政治」邏輯，並擬以東南亞區域為例，探討國際合作戰略與國家能力建構在東南亞的實踐。本研究將分別提供東協的區域合作經驗與新加坡的水資源治理策略，試圖呈現亞洲國家在回應全球氣候變遷威脅時的主要作法與因應理路。
