    Abstract: 世界各國政府普遍採用直接資助企業研發的政策,以激發產業創新,使新產品或製程能由概念階段成功地推出到市場。由於中小企業在我國的經濟發展中扮演重要角色,因此經濟部推動執行小型企業創新研發計畫(Small Business Innovation Research, SBIR),鼓勵國內中小企業加強創新技術或產品的研發。本研究旨在探討政府研發補助對中小企業創新活動的政策效果,研究方法係以準實驗設計與聯立方程式模型檢驗政策效果。對SBIR計畫補助之廠商進行問卷調查,有效樣本數為117家,實證分析後發現:(1)政府補助款對中小企業研發人數有正面顯著影響。平均而言,每一百萬元SBIR補助款約可增加民間1個研發工作;(2)政府補助款對中小企業研發支出沒有顯著影響。
    In many countries, government-sponsored research and development programs (R&D) prove to be a useful policy to stimulate industrial innovation and to bridge the gap between research and market. While small and medium enterprises (SMEs) play an important role in economics in Taiwan, the "Small Business Innovation Research (SBIR)" program aims to encourage SMEs to take part in key innovative technologies and applied research. This study examines the policy effect of government R&D subsidies on the innovative activities of SMEs. With quasi-experimental research design and simultaneous equations, the policy effects were tested using data from a sample of 117 SBIR subsidized firms, each of whom completed a survey. The empirical results are as follows:1. Government R&D subsidies have significant positive effects on firm`s R&D employment. On average, each million dollar of subsidies is associated with approximately an R&D job.2. Government R&D subsidies do not have a significant positive effect on R&D expenditure.
