    Title: 年輕族群住宅負擔能力問題

    Abstract: 本文以Gan and Hill (2009) 所提出之負擔風險法 (Affordability at Risk) 為基本架構,輔以賸餘所得 (residual income approach) 概念以取代房貸負擔率之設定,建立一個在市場房價分配已知情況下,可反映出家戶所得分配的負擔能力指標,以利區分家戶是否需要政府幫忙。使用《華人家庭動態資料庫》問卷資料,以個體分析方式,計算出全國整體與年輕家戶的購屋負擔能力及租屋負擔能力,並比較貸款限制的放寬與政府各項住宅政策對住宅負擔能力的影響,透過模擬分析的方式,希冀找出改善家戶住宅負擔能力的良方。

    就所蒐集到的資料,計算結果顯示出全國整體及年輕家戶於民國97年存有購屋負擔問題,惟其仍可透過租賃方式滿足其住宅需求,故住宅負擔能力不如想像中嚴重。透過政策的模擬分析,若目標為增加中產階級家戶的購屋負擔能力,以「放寬貸款年限」的效果最為顯著,其餘政策影響程度低。若為改善家戶的租屋負擔能力,則是以提供「租金補貼」的政策效果最為顯著,能幫助家戶在租屋市場中找到合適的住宅,並增加其租屋負擔能力。政府對於所得第一分位家戶,應以租屋市場為重,而非誘使其購屋,卻面臨無力償還貸款、信用破產的窘境。
