    Abstract: The People’s Republic of China has always followed a policy of no alignment, even with its neighbors of the Southeast Asian region. But since every rule has an exception, the People’s Republic of China changed its position in 1990, by joining the core of the Asian Region, in an action interpreted as remuneration for the support received in favor of its legal status, and for the political support to the principle of the“One China” In time, the financial Asian crisis has created a bi-polar development, with the Southern countries still under the influence of the financial sequels of the crisis, and the Northern ones, as the People’s Republic of China, Japan, South Korea, Taiwan and Hong Kong attaining evident economic achievements. With the financial crisis, Beijing was invited to participate in the Asian Forum of BOAO, under the political clout of the “ASEAN+3” group. The People’s Republic of China also actively cooperates in the Forum for East Asia-Latin America Cooperation (FEALAC), in order to project a “southern political sphere”, able to act as a fence around the Capitalist World Axis, under the leadership of USA. The People’s Republic of China, after gaining the desired success in the BOAO by projecting the image of “a China in peaceful emergence”, has been able to come out as the leader of the Southeast Asian region, and also has managed to focus the international attention in the FEALAC. Nowadays, everybody tries to understand the real intentions of China in this forum. Does China look at it as a mere negotiation forum for South to South relations or it wants to turn it into a replica of the BOAO, to use it as a tool to influence Latin America?
