    Abstract: 2008年立法委員選舉所採用的新選舉制度是一個嶄新的遊戲規則,多數的研究文獻集中在討論新選舉制度改革過程的問題,或者是集中在討論新選舉制度如何對政黨體系的發展帶來的影響。相對上來講,關於民眾如何認識與瞭解新選舉制度的討論則顯得不足。事實上,相較於原來的單記不可讓渡投票制來講,2008年所採用的單一選區兩票並立制對民眾而言幾乎是一個全新的制度設計,民眾對其認識、瞭解與評價,不僅會影響民眾政治參與,也會直接影響台灣民主政治運作的品質。本研究的主要目的是藉由民眾政治知識研究的相關理論,擴及到民眾對新選舉制度知識的研究,以即將來到的2012年立法委員的選舉為對象,透過電話訪問進行基準調查、追蹤調查、定群調查以及焦點團體訪談的方式,預計探索民眾對新選舉制度的事實性知識與概念性知識的瞭解程度;有哪些因素與民眾新選舉制度知識的高低有關;以及民眾新選舉制度知識高低對其政治參與的影響等方面的問題,同時也透過非選舉時期與選舉時期得到的調查資料,進一步比較民眾的選舉制度知識在不同時期的變化情形。
    The mixed member majoritaritan system implemented in 2008 has brought a new rule of game in Taiwan’s legislative election. Most literatures on the new electoral system have either focused on the process of electoral reform or the impact on the development of party system. Relatively, the issue of citizen’s knowledge of the new electoral system is less discussed. In fact, compared with previous single nontransferable vote system, mixed member majoritarian system is almost a brand new system for citizen. Citizen’s recognization, understanding and evaluation of the the new system do not only affect citizen’s political participation but also the quality of democracy in Taiwan. The purpose of this project is, based on the relevant theories of political knowledge, to examine citizen’s knowledge of the new electoral system. The coming legislative election in 2012 will be the target case for this research. By way of combining the benchmark survey, tracking survey, panel survey, and focus group interview, this research tries to answer the questions as the distribution of citizen’s factual electoral system knowledge and conceptual electoral system knowledge, what are the factors affecting citizen’s knowledge of the new electoral system, and the impact of citizen’s knowledge of the new electoral system on his/her political participation. Additionally, the project also investigates the differences of citizen’s knowledge of new electoral system during campaign period when lots of campaign information and electoral strategies appear and non-campaign period when there are not campaign information and electoral strategies.
