    Title: 飛地與遷村:太麻里溪流域的環境、資源、民族

    Abstract: 2009年莫拉克水災重創台灣南部的東西兩岸,對原住民族住地影響甚巨。遷村問題成為災後重建的爭議焦點。本研究以太麻里溪流域兩鄉的七個村為對象來了解這個遷村問題。太麻里溪現在即有遷村問題,並有飛地,七村的其中一村是金峰鄉在太麻里鄉的飛地(過去遷村遺跡)。飛地劃設係遷村而起,全台五飛地皆位原住民族區,太麻里溪流域佔兩塊。災後興建的中繼及永久屋,亦屬遷村性質。飛地出現,必然涉及鄉公所的資源分配,現在災後重建越鄉越村的安置,也不能迴避飛地的爭議。除去鄉公所間的爭執外,另有公家與民族雙重體制問題。公家行政體制由鄉而村而鄰到戶,民族體制則分部落由頭目到戶。村、鄰長與頭目間,轄戶相同,而體系有異。原民會現規劃民族自治,對頭目制度,多加倚重。因此雙重體制問題必更明顯,但卻先顯現在遷村個案上。實有必要,未雨綢繆先予釐清。本研究第一年成果在掌握太麻里溪地區民族分布關係中的飛地行政的運作,思索此模式延用至西部高?原鄉的可能性。第二年在觀察遷村涉及原居與現居的管轄權限與資源分配,致使平地鄉與山地鄉的差異。整體達成貫穿時空,做產、官、學的聯結,將資料共享於政府、NGO或民間自救團體,協助達成跨學科對原住民災害區域的認知。
    Typhoon Morakot struck indigenous areas on both the east and west coasts of Taiwan, not only severely damaging the natural environmental but also the indigenous tribes that live there. The research focuses on the less studied resources of the east coast, and uses sensitive field research in order to create a sample for the west coast and the rest of Taiwan’s ingenious areas.The content of the research includes: 1.Ethnographical research, paying close attention to the Taimali River area, with seven villages in two counties selected, and an ethnic background survey of the building of temporary house and collaborative home areas. 2. The delimiting of internal enclaves, and their connection to local villagers. Five enclaves in Taiwan are all set in indigenous districts, whether there is a connection to temporary or collaborative house areas planning. 3. We comparing the temporary house areas and collaborative home areas on the east coast to the west coast, seeking the possibilities and considerations in building these areas in indigenous districts. The research methods used in the project are literary review, focus-group research, in-depth interviews and filed work observation, in order to combine theoretical with local study. The first year of the project aims to study the ethnic relationship of different indigenous tribes and locations of the seven villages along the Taimali River, conduct an ethnic survey of the temporary house area and collaborative home areas constructed since 2010, and examine the relationship between administrative districts and the setting of enclaves in order to view if these systems could imitate those in the west. The second year of the project hopes to achieve firstly observing village migration and the indigenous migration to cities before and after the Morakot disaster. Secondly, to form a connection between the government, NGOs, and community-formed reconstruction groups. The results of this project should be shared with other subjects and other areas throughout Taiwan in order to aid the reconstruction and rebuilding of indigenous areas.
