    Abstract: In recent years, the idea of building an Asia-Pacific regional architecture has been often brought up in strategic dialogues. It is clear that a solid architecture can not be built on sand without a close reference to the modus operandi of existing mechanisms. Reflections from experiences thus are essential. In the 20-year history of Asia-Pacific regional institutional building, the so-called ASEAN-way diplomacy has been commonly accepted. Nevertheless, the “wayâ€� was an extension of a model set by ASEAN members, a group of small and median states, and accepted by more powerful states in the region. This phenomenon challenges realist thoughts of international institutional building, especially those highlighting power structural imperatives in rule-making. In this project, I borrow the concept of ash equilibrium from economic philosophy and game theory and aim at exploring the strategic rationales of regional powers for future references in building regional architecture. The existing regional mechanisms are communication platforms for regional powers. Through those venues, powers understand each others’ concerns and strategic choices. When no single power was able or willing to change its strategy unilaterally, then ASEAN-way diplomacy could be considered their mutual best strategy. The major research task of this project is thus to collect sufficient evidence and rationalize why regional powers selected the ASEAN-Way diplomacy as Nash equilibrium strategy. A new equilibrium might be reached if there emerges a coordinated defection. Therefore, the study will also take the new regional dynamics into account and project the basics for building an Asia-Pacific regional architecture. Among others, implications from the ASEAN Charter and Sino-U.S. strategic competition would be the major concerns.
