    Abstract: 冷戰時期日本政府活用政府開發援助(Official Development Assistance:簡稱為 ODA)在東南亞地區協助各國進行經濟、民生有關的基礎建設,並展開投資、貿易結合的經濟合作,不僅對當地的經濟發展有所貢獻,而且增進日本和東南亞各國之間的政經關係。由於當前東南亞各國的發展程度不同,該區域中大多數的國家仍然需要外國的協助,對身為亞洲一員的日本而言,東南亞地區的發展、穩定與繁榮符合日本的國家利益,因此日本政府對該區域持續地實施大規模的經濟援助。歷經國內外情勢的巨變,日本政府在2003 年重新修訂ODA 大綱,在此次的修訂中除了強調對外援助與國家利益的密切關聯外,並提出由「減少貧困」、「持續成長」、「全球議題」、「建構和平」所構成的重點課題,向國內外宣佈日本的ODA 政策將依據該重點課題積極地推動。由於這4 個課題皆適用於東南亞國家,因此當前日本對東南亞的ODA 政策無異是日本ODA 重要課題的實踐。本研究的主要焦點為:首先,概觀日本對東南亞實施ODA 的現況。其次,探討日本政府修訂ODA 大綱之重要課題的背景和動機。最後,分析日本對東南亞各國實施ODA 重要課題的實踐。
    During the Cold War, the government of Japan used its Official Development Assistance (ODA) to assist various Southeast Asian nations in economic management, social infrastructure development as well as to promote economic cooperation through the integration of investment and trade. Not only has this boosted local economic development; it has also strengthened political and economic ties between Japan and Southeast Asia. At present, development levels across Southeast Asia are uneven, with most countries within the region still requiring foreign assistance. For Japan –as a part of Asia - the development, stability and prosperity of Southeast Asia are vital to its national interest. Hence, the government of Japan continues to provide large-scale economic assistance to this region. In 2003, the government of Japan revised its ODA Charter in the wake of sea changes domestically and globally. In this reform, the close nexus between foreign aid and national interest was emphasized; “poverty reduction”, “sustainable growth”, “global issues” and “peace-building” were also highlighted to both the domestic and international audiences as priority issues for Japan’s ODA. These are areas to be activelypromoted under the ODA as they are highly relevant to Southeast Asian countries. In other words, Japan’s current ODA policy for Southeast Asia is the implementation of these priority issues. The key foci of this research are as follows: firstly, it provides an overview of Japan’s implementation of ODA in Southeast Asia to date. Secondly, the background and motivation for the revision of the priority issues in the ODA Charter by the Japanese government are discussed. Finally, an analysis of Japan’s implementation of ODA priority issues in various Southeast Asian countries is undertaken.
