    Abstract: 過去十年﹐愛爾蘭傲人的經濟表現已引起了全世界的矚目。成功的「經濟」政策之外﹐愛爾蘭的「外交」政策是否也有值得台灣參考借鏡之處﹖本研究計劃回顧愛爾蘭建國以來外交政策的思維主軸﹐剖析這些策略的成功與失敗﹐並試圖瞭解愛爾蘭外交政策幾次典範轉移背後的因素。本計劃為「中小型國家外交政策模式」整合計劃的一個子計劃。中小型國家由於先天條件限制,很容易受到國際環境變化的影響。但為了求取生存發展,小國必須尋求外交因應策略,以維護國家獨立自主,或能進一步發揮國際影響力。本計劃將以歷史文獻之回顧以及深度訪談為主要之研究工具。愛爾蘭外交政策之轉折可分為三個時期(1921-1950年代末﹕內需導向時期﹔1950年代末-1960年代中﹕愛爾蘭外交政策黃金時期﹔1960年代末至今﹕歐盟主導時期)。本計劃將逐期探索愛爾蘭外交政策在每一時期發展的軌跡。從宏觀角度來看﹐愛爾蘭今天的成功與其擁有面對、承認、修正錯誤之外交政策的勇氣與能力有著絕大的關係。本計劃試圖與此一整合計劃中其他個案—芬蘭、瑞典、丹麥、荷蘭、奧地利、瑞士—結合﹐吸取歐洲中小型國家發展經驗﹐尋找出可行的模式﹐作為台灣借鏡學習的參考。
    In the past decade, the economic performance of Ireland has drawn envious attention from all over the world. Apart from the successful “economic” policy, does the Irish “foreign” policy play a significant role in the transformation of today’s Ireland as well? This research project examines the developments of Irish foreign policy since the beginning of the establishment of the Irish state. It investigates the factors that had driven the paradigm shifts in the mainstream discourses of Irish foreign policy. This project is part of the joint research project entitled “Foreign Policy Models of Small and Medium Countries.” Small and medium countries are inherently more vulnerable to changes in the international environment. As a result, to be able to exert influences in the international arena—or to simply secure their survival, independence, and sovereignty—these countries have to rely even more heavily on successful foreign policies. Historical analysis and in-depth interviews will be the main methods for this research. Dividing the developments of Irish foreign policy into three periods—1921-late 1950s: inward-looking period; late 1950s-mid-1960s: the golden period of Irish foreign policy; late 1960s-current: EU-driven period, I will investigate the rationale and underlining forces that have contributed to the government decisions to adopt certain principles/doctrines at certain times. Together with the other projects (i.e., on Swedish, Finish, Danish, Austrian, Swiss, and Dutch foreign policies) that constitute the joint research project, this proposed research is aimed at finding the pattern in the foreign policy of Ireland—a small-medium-sized country— as a reference from which Taiwan could learn and benefit.
