    Abstract: 不少觀察家認為「東協加三」架構下的合作與「東亞高峰會」等將是邁向東亞共同體」區域建制一理想境界的踏腳石。但是,「東亞經濟共同體」的建立並非容易之事,特別是目前以「東協加三」為基礎的經濟合作架構一直環繞著主導權之爭。本研究將藉用奧加斯基(A. F. K. Organski)的「權力優勢」 (Preponderance)模式,來分析中國與日本在區域經濟合作中的態度與政策,以解釋優勢國家之間相互爭取領導權對制定區域的遊戲規則的影響,基本的假設是認為中日競相爭取東協合作過程中所產生的結果,未必是零和的關係,因為以三個「十加一」合作串連的集合,將是推動整體「東協加三」合作的重要基礎。中日爭取東協的認同,就長期來看,可能有助推動東亞區域合作的發展。
    This paper analyses the development of the China and Japan approaches to the ASEAN Plus Three and Asia Economic community, from 1999 onwards. It examines theory of 「preponderance」 by A. F. K. Organski and investigates the motivations for the attitudes and extent of participation of the China and Japan governments towards the East Asia economic cooperation. The paper assumes that rivalry for political leadership has induced the two countries to provide regional public goods, thus is crucial in building the economic community in the region.
