    Abstract: 本計畫申請案係以國內法學界較少深入探討之重要領域「新興人權: 全球趨勢及本國落實」為主題, 擬蒐羅現今英文、德文與日文相關學術與實務圖書, 俾能在國內建立具有研究潛力與特色的主題圖書資料庫。在內容方面, 本申請案擬以下列次主題做為主要採購方向: (1) 國際人權規範, (2) 新興類型人權(如族裔群體權、性少數、文化權、發展權等) (3) 新興人權議題:諸如人口販運被害人之保護、非法移民之權利保護、同性結婚與共同收養子女之權利、以反歧視法規範私人歧視及侵害等。 (4) 人權於本國落實之機制與環境:包括國際公約與國內法之關係、反歧視法、重要訴訟機制等。 (5) 民權運動(civil rights movement)之比較研究 (6) 人權教育。配合本校原先即已具備之圖書設備、資訊共享機制、法學院與其他學系之合作, 本計畫預期將能使政大成為人權的研究與圖書重鎮; 同時也提供公私部門研究、推展人權的資源。
    This primary topic of this plan will be “The Emerging Human Rights: Global Trend and National Implementation”, which has rarely been explored in Taiwan’s legal academic circles. The team is planning to collect the academic and practical literature with regard to the aforementioned subject matter. The materials procured via this project will include English, German, and Japanese literature. The sub-topic of this procurement project includes: (1) International Human Rights Law. (2) Emerging Categories of Human Rights. (3) Emerging Issues of Human Rights. (4) The Mechanism and Context regarding the National Implementation of Human Rights. (5) Comparative Studies of Civil Rights Movement. (6) Human Rights Education In conjunction with National Chengchi University’s existing advantages such as the rich and diverse collection of the libraries, the sharing mechanism of information, the continuing cooperation among college of law and other institutions, this project anticipates to turn this university into the key center of human rights studies in Taiwan. Also, we could become one of the influential forums for the public and private sectors to engage in human rights promotion.
