    Abstract: 1951 年歐洲統合起步之始就強調了文化平等與多元語言的特色。隨著歐洲統合的廣化與深化以及全球化與知識經濟時代的來臨,1995 年,歐洲聯盟提出了新的多元語言策略,並推動會員國的國民同時精通至少2 國以上的其他會員國語言。2000 年,歐盟所通過的基本人權憲章中第21 條和22 條揭示了文化、宗教以及語言的平等與多元性。2001 年,歐洲聯盟與歐洲理事會更將該年定為「歐洲語言年」,並積極推廣歐洲語言的多元價值與學習。2004 年3 月,歐盟理事會通過了執委會所提的一項多元語言的學習方案,除了提供各種學習計畫之外,並要求各會員國應於2010 年之前,在所有的中學乃至於小學提供各種多語學習環境與資源以使所有的中學生在高中畢業時已具備良好及多語的條件。2005 年11 月,盟執委會再度提出了一份「多語制度新策略報告書」,並要求會員國提出具體的步驟。2006 年1 月,歐盟執委會所提出的「經濟成長與提高就業」的年度工作報告與施政重點的內容中,加強教育與研究的資源與預算被列為首要工作項目,其中就包括了多元語言學習的計畫。2006 年4 月22 日,歐洲議會也表決通過了一項正式報告,除了強調支持歐盟執委會所推動的多語政策有利提升歐盟人民的職場競爭力之外,並建議各會員國要積極的建立起語言的評量指標。由這些發展可以看出歐盟對建立多語制度的重視及基本立場,同時對全球也產生重要影響。本研究將就歐洲聯盟統合之下,其語言政策的發展沿革、歐盟語言政策相關的法理基礎以及執行與實務層面的問題加以研究,最後試圖從台灣的觀點提出比較與借鏡以利於政府在擬訂未來我國語言與文化政策時能有更多元且更前瞻性的思考與做法。
    The language equality and diversity has been emphasized by all member States of European Community since 1951. Under the age of globalization and the rapid development of European integration, The European Union has made a new strategy declaration in 1995 in order to promote the multilingualism. In 2000, the European Union has adopted the European Charter on Fundamental Rights in which are included the principle of equality on cultural and language diversity. In 2005, the European Commission has published a very important document in which all 25 member States are requested to take necessary measures in order to establish the multilingualism in European Union. This research project will be conducted in five aspects: 1) The historic background of language policy in European Union. 2) The legal basis on the language diversity in European Union. 3) The current implementation of multilingualism in EU and its problems. 4) A comparative study between European Union and Taiwan. 5) Propose the lessons and recommendations for Taiwanese language and cultural policy in the future.
