Abstract: | 本研究計畫第二年(98年度)預計進行之項目有(1)分析全國民眾心理健康與服務需求之調查結果(含網路與問卷);(2)瞭解縣市政府心理衛生相關單位與民間資源及醫療機構之合作聯結與成效狀況;(3)辦理1場社區論壇;(4)辦理社區心理衛生中心相關人員之焦點支持團體;(5)協助縣市辦理1場示範性資源連繫會議;(6)3縣市之心理衛生業務相關試評方案之執行、成效評估與辦理觀摩會;(7)分析各縣市與心理衛生有關之各項社會指標;(8)舉辦制定心理衛生指標系統之焦點座談(專家學者與政府官員)。期望此兩年期計畫完成後,能完整呈現25縣市政府心理衛生行政工作之問題狀況、發展需求與創新方向,以及擬定業務推動之優先順序,並進一步提出以民眾需求與評估結果為基礎之全國心理健康相關政策之具體建言。此外,亦希望對各縣市心理衛生工作之人力資源問題有所討論。 The work of this second-year research project includes (1) analyzing the data of survey of community residents, (2) understanding the local service-networks and professional resources of Taiwan’s all 25 counties and cities, (3) holding a community (key informants) forum to collect opinions about community mental health needs, (4) organizing focus and mutual-support groups for CMHC personnel, (5) holding a resource-coordination conference for the areas which are devoid of resources, (6) implementing pilot program evaluation in three cities/counties, (7) collecting and analyzing the social indicators related to mental health of Taiwan, and (8) holding a focus group in order to select useful indicators and to determine the priority system for planning. The goals of the two-year research project will be to provide some useful recommendations, based on community need assessment and outcome-based evaluation, for the mental health policies of the Department of Health. 98年度(第二年)計畫完成之工作與其貢獻如下:(1) 完成全國25縣市19,517位民眾的心理健康與服務需求調查問卷(網路與紙本)之統計工作,並就25縣市調查結果進行個別分析,提供給各縣市心理衛生承辦人員作為工作規劃之參考。同時實地拜訪10個縣市衛生局與電話聯繫3縣市衛生局詳細解說調查結果之意涵。(2) 回收446份各縣市政府心理衛生相關單位與民間資源及醫療機構之合作聯結狀況與成效分析之調查問卷與訪談屏東縣4家機構。並藉此機會與全國25縣市衛生局心理衛生承辦人合作,更新與建立各縣市之政府單位、醫療院所、民間機構或專業組織等資源名冊。(3) 與苗栗縣衛生局合辦「921地震10週年心理衛生座談會」,邀請73位社區關鍵人士參與當地心理衛生工作的討論。(4)辦理3場不同主題之社區心理衛生中心相關人員之焦點支持團體,讓不同工作經驗之心理衛生工作人員有機會分享與交流,期待能建立起專業的支持網絡。(5) 與3縣市就3個不同主題合作試評計畫,嘗試從過去的工作回顧開始,瞭解現階段工作的困境,進行服務對象的需求評估,設計新的或改善原有的服務方案,並實作與檢討成效。整個過程雖然耗時費力,但也讓服務過程有新的嘗試與提升承辦人員的專業思考及能力。同時也舉辦了觀摩會,讓承辦人員有機會與其他縣市的工作人員交流與相互學習。(6)嘗試建立含蓋社會、經濟、治安、工作、社區、教育、家庭與個人等八大層面的96~97年的128項社會指標,並找出11項連續兩年或單年能夠顯著預測民眾的快樂程度的指標,希望能提醒心理衛生行政規劃的另ㄧ種思考角度。 The work and contributions of the second-year research project include (1) analyzing the data of survey of mental health condition and service needs of 19,517 community residents, which are collected from questionnaire and internet survey. The data of each city/county are also analyzed individually to provide to the mental health workers in each city/county for program planning. 10 cities/counties health bureaus were visited and 3 cities/counties bureaus were connected through telephone for detailed discussion. (2) To survey the local service-networks and professional resources of Taiwan’s all 25 counties and cities, 446 questionnaires were collected from the mental health related government departments, non-government organizations and medical institutions in all 25 counties, and cities and 4 institutions in Pingtung county were interviewed for this issue. The revised local resources lists were sent to all 25 counties and cities (3) A community (key informants) forum was held to collect opinions about community mental health needs, 73 local leaders participated to discuss local mental health service needs. (4) By organizing 3 focus and mutual-support groups for CMHC personnel, mental health workers in different cities/counties could exchange their work experiences and build a professional supporting network. (5) Three evaluation programs of different themes were tried out in 3 cities/counties, through reviewing the previous work and challenges to design new services. (6) 128 social indicators from 2007 to 2008 were collected and analyzed, including social, economics, public safety, job, community, education, family and individual, and eleven indicators were chosen by their significant predictability of community residents’ happiness for one or two years, hoping to provide a different thinking to the mental health administrative planning. |
