    Abstract: 本計畫目的在於了解有關環境、安全與健康等危機議題的風險傳播,探討從訊息產製到閱聽人接收的現象與問題。有六個子題:第一、了解曾經處理風險的相關政府官員、專家學者對新聞媒體與風險傳播的態度;第二、了解專家學者與一般民眾對於風險認知的差異;第三,了解記者如何報導風險議題,包括如何界定風險、如何選擇消息來源、如何寫作;第四、以議題設定與媒體再現角度耙梳媒體報導風險議題的種類與框架,將以內容分析方式來找出三大類風險議題在電視新聞與報紙新聞上的框架對於民眾的影響;第五,以議題設定與社會擴大概念了解風險議題新聞對於民眾風險認知的影響,探討風險在不同階段的媒體效果;第六、瞭解目前台灣民眾的媒介使用與風險認知,並探討媒體接觸程度以及媒體對各個議題的報導多寡是否影響到民眾對於該風險議題之感知、知識與態度。本計畫預定為三年計畫,在資料蒐集上,第一年重點將採用深度訪談與問卷調查處理過風險議題的政府官員、專家學者與記者,期望了解政府官員與專家學者與媒體對彼此的看法,也意圖理解三者之間的風險感知差異。三年當中,將以台灣當時發生的重大環境、安全與健康風險議題為案例,進行內容分析與民眾調查,計畫有三個個案。個案隨時可能發生,因此研究當中隨時進行內容分析、電話調查,以及進行與相關政府官員、專家學者與記者的深度訪談
    This projects attempts to explore various phenomena of risk communication during the crisis about issues of environment, safety, and health from message production to risk perception in Taiwan. First, this project will explore how government officials and scientists’ attitude toward risk communication and news media. Second, we will ask how journalists cover risks. That is, we are concerned how journalists define risks, how to select news sources, and to write the story. Third, we will investigate how different in terms of risk perceptions among scientists, journalists, and the general public during various crises. Fourth, we will examine the media from media representation and agenda setting perspectives to see how risks are framed in the news and the effects on the public. Fifth, we will see if there is impact of social amplification or attenuation of risk news by analyzing risk on media and public reaction. Last, we will investigate the relationships among media use, knowledge about risks and risk perception during various crises. This will a three-year project. In the first year, several in-depth interviews of government official, scientists, and journalists and a large scale of survey of the general public will be conducted. Also, during the three years, we will select at least three significant risks happened in Taiwan as cases for content analyses of news media and surveys on scientists and the public.
