    Abstract: 俄羅斯國家權力運作向總統傾斜的現象成為目前俄羅斯聯邦政治的基本狀況，尤其是現任總統普亭任期中其個人的意志積極的滲透到國會。2003 年第四屆國會選舉親總統的政黨得到壓倒性優勢。這種現象反映出，在同一憲政架構下，由葉爾欽時代的激烈府會衝突到現任總統普亭時期所有政治權力向總統傾斜的矛盾現實－－－－總統個人的權威與意志的擴張，在憲政體制沒有變動的情形下，在一個特定的框架內被極大化的擴張，也就是個人權力遊走在憲政體制所能容許的邊緣。這個政治現實可以由兩個角度去理解，第一個角度是「制度建構」上的設計。這包括了憲政體制的設計，中央與地方分權原則（以俄羅斯這樣的多民族國家而言，還必須考慮民族自決權的保證），權力分立原則的實踐，政黨政治與選舉制度的運作等等。第二個角度在於社會文化的本質問題，也就是傳統上俄羅斯社會政治文化中對於民主建構、深化、共同價值、威權性等哲學面的認知。無疑的，政治發展過程中，制度因素與文化因素是一種互相影響與作用的條件，而俄羅斯聯邦的情形更是如此。
