    Abstract: 隨著電腦資訊軟硬體與網際網路的逐漸普及，我國政府自1996 年起也伴隨著國內民主政治的發展轉型，利用現代資訊及通訊科技的特性，輔助公部門內部管理活動以更有效率效能地服務民眾，對外提供民眾與民間企業團體網路加值服務，同時也逐步擴展至民主行政的範疇，企圖更全面地導引公部門在組織運作與文化的改造。本研究以由資通科技所驅動的組織變革的角度，檢視我國民主鞏固過程中，結合方案決策管理中的政務領導及中立能力價值，檢證官僚體繫於數位治理機制相關議題的態度與成效評估。第一年計畫以現有相關理論文獻及數位治理實務為基礎，檢視並歸納世界先進國家與我國各級政府機關的數位治理機制現況及內部數位應用情形，再針對我國中央與地方政府公務員（部分搭配總計畫執行面訪問卷）進行調查，以評估資通科技對我國民主行政內涵與組織變革的影響。第二年計畫除了在時序上延續評估資通科技對民主行政內涵與組織變革的影響之外，也將研究焦點深入探討資通科技搭配特定政策模型所組成的決策支援系統，瞭解我國政府公務員於動態環境中的決策績效與行為，並驗證相關的決策輔助設計與學習成效。
