    Abstract: 制度發展、市民社會、與環境保護─環境協力治理的兩岸比較研究崛起的中國像隻飢餓的巨龍,吞噬著全球正迅速耗竭的自然資源,也排放巨量的污染,威脅鄰邦環境安全。解決之道,似乎不是以國際壓力嘗試將其馴服,而是透過其市民社會的壯大,使其能以協力的方式參與環境治理,建構更強的制度承載力。本研究比較中國大陸與台灣的環境治理體系,包括制度以及行動者的策略性回應,希望以上海懸磁浮列車軌道的興建、廈門對二甲苯廠投資案、唐山南湖生態城等三個個案,討論大陸市民社會如何以社會運動的形式,參與環境治理,以及其既有的治理制度(如環境影響評估),如何回應市民社會的挑戰。除了以質性研究的方法深入田野蒐集一手資料,本研究的分析將以比較的視野,帶進台灣的相關案例。台灣市民社會的茁壯,已累積不少協力治理的成功範例,也許可以提供大陸在制度發展上一些珍貴的啟示。
    Institutional Development, Civil Society, and Environmental Protection: A Comparative Study between Taiwan and Mainland China on the Collaborative Environmental Governance As China rises, it is figuratively portrayed as a “hungry dragon” that swallows already fast-depleted resources and pollutes the environment. To manage this threat, it seems to depend less on taming the beast via international pressure, but on strengthening its civil society to form a collaborative governing system that promises more institutional capacity for managing the environment. This research explores above proposition by comparing the institutional development between Taiwan and Mainland China. The cases of the P-Xylene investment project in Xiamen, the protests against the maglev train construction project in Shanghai, and the construction project of Nanhu Eco City in Tangshan will be investigated. They shows how the civil society in mainland China may have been mobilized to participate in public policy making, and how existing institutions have responded to the challenges. These cases will be juxtaposed to the experiences of Taiwan. Hopefully Taiwan’s experiences might indicate some insights of such institutional development.
