    Title: 國際水資源治理:制度建立途徑研析

    Abstract: 在冷戰結束後興起的非傳統安全議題中,環境安全佔相當重要的一環,由於人類對資源的過度開發以及生態的破壞,環境已然開始反撲,氣候變遷、資源匱乏等問題,為國家安全、國際和平以及社會經濟發展帶來威脅及隱憂,國際社會亦體認到環境安全的重要性,採取有別於傳統安全的解決方案,透過跨國合作形成國際建制處理環境議題。
    本論文以跨國界水資源為研究對象,分析水資源本身所具備的資源特性,探討傳統國際環境建制為何無法一體適用,有效治理國際水資源,並從國際制度理論出發,檢視制度建立的過程,透過「權力」、「知識」及「疆界性」等三項要素,分析傳統國際環境建制無法治理跨國界水資源之因,再進一步推論如何結合水資源特性及三項要素調整國際制度的成形。1991年蘇聯瓦解後,位於愛沙尼亞及俄羅斯的Peipsi湖由境內湖泊轉變為跨界湖泊,該流域所面臨的優氧化、廢水污染、經濟開發等威脅正需要愛沙尼亞以及俄國的共同治理,2004年愛沙尼亞加入歐盟後,更使該湖成為歐盟與俄國交界的湖泊,使跨界治理更添變數,本文亦回顧Peipsi湖至今的治理成效,由權威、知識、疆界性探討其過去、現在以及未來的挑戰,期能找出跨界水資源治理的評估標準,做為相關研究之參考。
