    Abstract: 中共與俄羅斯的關係從一九九二年的友好、善鄰,發展為九六年的戰略夥伴關係。雙方在各種領域的合作逐漸擴展,特別在軍事與國際政治方面另人印象深刻。但這並不意味著雙方合作無間,俄國始終對中共抱持懷疑和不安的心態。莫斯科之所以與中共迅速發展關係,一方面基於經濟利益,俄羅斯在雙邊貿易擁有可觀的順差;二方面考慮到本身國力衰退,維護遠東邊境安寧便需從改善雙邊關係著手;三方面利用與中共的合作在國際間相互聲援,提高俄國的聲望與打壓美國的氣燄。自蘇聯解體後,俄羅斯雖繼承蘇聯對外的義務與權利,但是顯然並未得到西方的尊重和預期的國際援助,包括期望的美國的慷慨援助。相反地,北約向東擴張使其感受安全威脅,又不願意退居為美國的小兄弟或二等夥同;祇好另起爐灶與中共合作,倡導世界多極化構想,抵制美國獨霸全球的領導地位。
