    摘要: 本研究主要在比較一九九八年以前行政院、台北市政府、與高雄市政府的「婦女權益促進委員會」組織產生的政治背景、運作方式、和其對婦女政策制定所產生的功能。研究結果發現,三個政府的婦權會組織由於成立時的政治目的和所處的外在政治環境不同,導致其整個組織架構設計和運作方式不同,所產生的政策制定功能也有所差異。
    This study compares the functions and the operations of the 3 Committees for Advocating Women`s Rights of the Executive Yuan, the Taipei City Government, and the Kaohsiong Government. It is found that because the purposes and the political environments for the three commitees were different, they were operated under different organizational structures and in different manners, and therefore their roles in policy making were also different.
