    Abstract: 都市計畫工業區的劃設主要目的是為了帶動都市經濟發展與提供都市就業機會,惟傳統生產型態使得都市環境品質低落,也往往為人所詬病;同時,隨著科技進步與彈性生產,土地使用結構在改變,規劃理念在調整,以往嚴格的土地使用分區管制逐漸放寬容許其他諸如商務中心(含餐飲、零售...)以及倉儲批發產業的進駐。都市計畫工業區在面對傳統生產與彈性生產產生了兩個課題;第一,傳統廠商生產外部性問題仍然存在,生產環境如何改善;第二,混合使用程度越來越高,潛在衝突越來越大,如何避免。本研究利用培力理論,探討工業社區自發性環境管理機制以及操作模式,透過由下而上的組織型態提昇工業社區生產環境以及避免使用上的衝突。本計畫屬於二年計畫,第一年計畫進度,包括工業區發展類型歸納與自我管理要素評估分析。目前已完成工業區發展類型歸納,在走訪各工業區後選擇了汐止市(生產功能型)與三重市(複合功能型)兩個工業區作為案例,進行生產環境議題的訪談工作。
    The planning of the urban industrial district is aimed to promote urban economic development, and offer better job opportunity. However, the traditional production type has lowered the urban environment quality, and has long been insulted by the public. In the meantime, the technology improvement and the flexible production, has also altered the land use structure, as well as the planning concept. The strict land use zoning has allowed business center as well as warehouse and wholesale enter the industrial district. So, industrial district has two issues, when facing traditional production and flexible production. Firstly, the production externality problem still exists, and how should the production environment be improved? Secondly, the higher the mixed use, the greater the potential conflict arises, how can we avoid this situation? Based on empowerment theory, this study tries to discuss the voluntary environment management mechanism and operation model inside the industrial district, and attempts to promote production environment of industrial district to avoid conflict by using the button-up organization type. This is a 2-year plan, in which the first year plan has seen the completion of several cities for the industrial district along with trial use of a self management system. Last year, we completed the induction of industrial district types. And, after touring various industrial districts, we have chosen Shih-Tsu County (as the production function type) and San-Chung County (as multi-function type) as case study, to proceed with interview into various production environments.
