    Abstract: 資訊與半導體產業以為台灣帶來重大的經濟活力與利潤,但是高科技產業本身的產品生命週期較短,因此為了確保我國經濟的國際競爭力與未來的永續發展,發展更高層次的高科技產業是相當重要的,而對土地價格昂貴、醫療生物科技人才充裕的台北市而言,尤其適合發展生物科技產業,來維繫經濟的成長、繁榮。 本計畫研究的方向如下: 1.希望本計畫能利用問卷調查方及與廠商透過座談的方式來找出目前生技產業廠商的需求、確切輔導廠商的作法,台北市政府能為他們做哪些事? 2.建議本計畫能彙整以前的相關文獻資料,並以這些資料作為分析基礎,進一步將其質化來設計問卷,並透過問卷調查的結果來研擬可行推動的方案。 3.發展生技產業歷程中,園區的設置面積要達到多大、要有多少廠商座落在此,才能達到所謂的群聚效應?且台北市在全球生物科技產業鏈中所適合扮演的角色為何(像提供生技服務等)?台北市要如何做,才能達到花最少的錢在此產業發展上,來達到最大的效益? 4.在地方政府經費及人力皆有限的情況下,希望透過本計畫的研究能找出現階段作法及長期發展的政策方向。 Taipei city is the largest city in Taiwan but accompanied with over- deindustrialization. This makes development of Taipei become slowly. To solve it, it is important to develop the strategic industries. The strategic industries must possess two main characteristics, including growth of the future and high value-added. Biotechnological industry will have a good potential for industrial growth in Taipei city. Biotechnology is not an industrial sector, but a set of techniques for research and development of living organism. From the experiences of such leading regions as United States, Europe, and Japan, biotechnological industry is a new form of industrial organization, based on highly knowledge and science intensive, supported by venture capital and promotion of government. According to these three factors, we think that Taipei city is suitable to develop the biotechnological industry due to high quality of human resource, a lot of universities and research institutes, abundant venture capital, and what is more important, the will of Taipei authority. It has different kinds of biotechnological industries. We suggest that medical biotechnology is the best fit for Taipei city, this is due to it has large number and important universities, research institutes, hospitals, and medical center in Taipei city. The establishment of biotechnology parks is important for Taipei city to develop biotechnological industries. We suggest that Taipei city should have the multi-centers of biotechnology, mainly disperse to Nankang Software Park and Patau District. The former is located for biotechnology firms and the latter is focused on research and clinical diagnosis. We expect that biotechnological industry can bring Taipei city economic activities new vitality and energy.
