    摘要: 隨著電業經營環境的改變及政府法規命令的修正，對電業經營成本亦將有相當的影響，除生產過程所產生的成本外，其他各類外生費用的增加也是將來電業必須正視的問題。職是之故，本計畫即是在政府各項法令之制修訂後，因使電業經營環境隨之産生重大影響下，探討台電公司未來面臨繳交道路使用費及其他各種規費的情況之因應策略，並研議電價反應及財務改善建議。具體而言，本計畫之研究目標及預期成效，主要包括：（一）瞭解國外計收道路使用費及其他各項費用之執行情形及電力公司因應方式，以作為國內電業之參考。（二）探討國內計收道路使用費及其他各項費用之法律基礎，並研提台電公司具體因應措施。（三）研提台電公司電價合理反應上述費用，改善財務之建議。 Facing the competition of future electricity market, how to manage the operation and keep the cost effective will be the important issues for electric power company. However, along with the changes of business environment and amendments of regulations, besides the regular production cost, the newly added levies will also increase the operation cost for electric power company. The purposes of this study are to investigate the impacts on Taipower Company of toll for right-of-way and other added levies imposed by the Government according to the newly formulated regulations, and discuss the countermeasures for Taipower Company, including tariff adjustment and financial improvement. To sum up, the goal and scope of the study are as follows, 1. To collect and analyze the information on situations of imposing the toll for right-of-way and other added levies in foreign country and the countermeasures adopted by electric power company. 2. To investigate the legal base of those levies mentioned above, and figure out the strategies for Taipower Company. 3. To discuss the recommendatory measures on tariff adjustment and financial improvement for Taipower Company？HHHHHHH？HHHHHHHs future reference.
