    Abstract: 本年度目標: (1)預期完成之工作項目 A.於台灣與德國的試辦農村社區中, 各選取兩個農村社區, 並分別進行半結構式 訪談, 以蒐集資料. B.台德兩國個案的農村治理模式與執行機制之探討, 包括 (a) 由下而上的農村社區如何整合及參與. (b) 如何共同研擬農村再生計畫與願景. (c)地方政府與農村社區組織的夥伴關係之互動情形. (d) 農村社區組織對農村再生計畫之執行機制等. C.基於訪談之個案進行台德兩國農村治理模式與執行機制的比較分析, 並提出德 國能提供我國參考之處. 基於台德兩國之農村治理個案分析, 期能提出有益於我 國農村再生由下而上方法之治理模式及執行機制之建議.
    Recently the rural development policy in Taiwan has changed from "government" to "governance." Rural governance is in urgent need of investigation, especially in putting the rural regeneration plans into action. This emphasizes the bottom-up approach to planning and development. In Germany, at the beginning of 2002, eighteen model regions were chosen by a jury on the basis of quality of their concepts for an integrated and sustainable development known as the Regional Action Pilot Program to better coordinate and strengthen the various functions of rural areas. In Taiwan, the government launched the rural regeneration pilot project (currently 6 rural communities) starting from May of 2008. Germany`s experiences with rural governance may be useful to Taiwan because Taiwan could then better coordinate and strengthen the various functions of rural areas for integrated and sustainable development. In addition, it is the abundance of experience with rural governance in Germany, along with the lack of experience with rural governance in Taiwan has stimulated this research. Based on the cooperation with co-workers in Germany, this study intends to conduct a comparative analysis of rural governance between Germany and Taiwan. The governance structures will be analyzed by using the cases of the Regional Action Pilot Program in Germany and that of the Rural Regeneration Pilot Project in Taiwan. Semi- structured interviews with key actors involved in these programs are employed in order to collect data. The specific objectives are to investigate the following questions: * To investigate the rural governance in Germany and Taiwan including 1. How the community organizations are structured and how they work? 2. How to plan the Rural Regeneration plan and their prospects? 3. The interaction of community organization and local government i.e.the interaction of partnership. 4. The implementation mechanism of community organization. *To conduct a comparative analysis of rural governance between Germany and Taiwan and to identify what Taiwan can learn from the current rural governance in Germany and providing suggestions for Taiwan. The implementation mechanism of community organization. *To conduct a comparative analysis of rural governance between Germany and Taiwan and to identify what Taiwan can learn from the current rural governance in Germany and providing suggestions for Taiwan. Plan of Work (Material and Method): The research will be undertaken by: *a detailed study of selected published and unpublished literature on rural governance in Germany and Taiwan. *conducting semi-structured interviews with key actors involved in the program . * a visit to the co-worker in Germany in order to discuss practical problems and to obtain information relevant to the study. * a comparative analysis of rural governance between Germany and Taiwan. * identifying what Taiwan can learn from the current rural governance in Germany and providing suggestions for Taiwan. Prospect To provide suggestions for the adjustment of the governance structure of rural development policy in Taiwan after the assessment what could be learned from Germany`s experiences with rural governance from the comparative analysis.
