    Title: 農業釋出土地未來發展利用之研究

    Abstract: 本研究配合國土計畫法三大功能分區中農業發展地區之調整,針對未來調整為其他分區之農地資源,進行配套管理構想之模擬作業研究,以落實農地資源之永續利用,專案地區選擇以新竹縣市地區為空間範圍進行農地分級分區劃設之調整與確認,以訂出新竹縣市可釋出之農地資源的數量與區位分佈,並進一步討論其可行之管理機制。首先,研究預計進行農地資源分派模擬程序,以修正分區劃設準則,將以農委會先期研究案所建議的自然生產力、農地內部因素和城鄉發展性等外部因素,將現行農業用地進行三種農業發展地區的劃設,並進一步探討可釋出農地之利用與管理課題。此外,本研究承續農委會先期研究,以多準則評估方法(multi-criteria evaluation),根據所採用指標的資料與權重設定,透過各適宜性地圖的排序,進行多目標土地使用的分派,在不同情境設定下進行分派模擬處理之作業,作為確認可釋出農地的依據,並以新竹縣市地區為例,運用GIS評估可釋出為國土保育區或城鄉發展地區之農地未來開發之各項時序。最後,本研究將針對原有農地優惠政策之轉換與銜接機制進行分析,針對現有農地政策優惠類型與範圍進行研析整理,並針對因應分區調整可能涉及之轉換範圍、面積總量,研擬對應的調整原則,以及相關優惠的配套政策,並提出可行的執行構想。 This study explores the adjustment of agriculture development zones under the National Territory Planning Act(draft). In order to achieve sustainable development of farmland resources, it also discusses the relevant management establishment for adjusting other sub-zones of farmland resources. This study chooses Hsin-Chu City and Prefecture as the case study areas for conducting sub-zones simulation which helps decide the amount and location of farmland release associated with the management mechanism. This study conducts a distribution simulation of farmland resources so as to adjust sub-zone planning principles. It follows and use factors of natural productivity, farmland characters, and city-country development potential from previous study in the Council of Agriculture. Based on these factors, it classifies farmland into three different level of sub-zones which are provided for further research on the issues of farmland release and future land use management. It adopts the multi-criteria evaluation working with index data and weight to decide the allocation of land use. Through suitability ordering with map and simulation, it determines the allocation of sub-zones. It also employs the GIS to evaluate the release amount and location in case study areas. Finally, this study analyses the farmland incentive policy relevant to farmland conversion and remaining agricultural use. Based on existing farmland policies, it explores the implication of incentive program and develops an executive mechanism as a reference for the government.
