    摘要: 本研究之目的在於研擬總量管制之實施架構,以提供中央政府指導地方政府執行總量管制之依據。總量管制關係著國土資源能否永續利用,都市能否合理發展,地方財政可否有效運用,以及國民生活品質能否永續提昇。因此,本研究探討在現況缺乏總量管制政策下之規劃方式與都市發展型態的合理性問題,藉由分析現況之課題,以確認實施總量管制之重要性。本研究第二章從理論性觀點,說明總量管制係以資源的供給能力為導向,修正過去以需求導向為基礎之資源規劃方式,以利國土資源之永續利用。第三章則從計畫現況探討當前規劃方式對都市空間發展之影響,研究發現在缺乏執行總量管制之政策下,規劃方式已使得我們珍貴的土地資源過度浪費在地方的都市擴張行為上,形成地方政府主導蛙躍發展的土地利用模式,影響所及也對地方財政產生負面衝擊。接著本研究以容受力之觀點,透過引力模型,在第四章建構人口分派模式,說明人口總量之分派方式與各縣市之人口增量分派額度,並經由台南縣之個案分析,說明各縣市政府如何將其配額再分派至各鄉鎮市,企圖以地方之資源供給能力作為分派人口成長量之依據,使得都市發展規模能在合理的總量管制機制下,避免不當的土地規劃與都市擴充,造成資源的浪費。最後,本研究對總量管制之政策意涵及執行方式與相關配合措施提出完整架構,以提供政府審議各類開發及新訂或擴大都市計畫案之參考,並可供各縣市政府未來修訂綜合發展計畫之依據,以確保都市合理之規劃及土地資源有效之管理,以達到健全都市財政及提升生活品質之目標。 This research project aims at developing a framework of growth control quotas so that the central government may direct the local governments to manage urban development. Growth control quotas are related to whether or not national resources can be sustainable, urban development is reasonable, local fiscal resources can be used effectively, and the quality of life can be improved. Short of the strategies of growth control quotas, this project thus explores the issues of current planning methods and urban development patterns in the current situation. Based on theoretical point of view, chapter 2 explains that the concept of growth control quotas is based on the supply capabilities of resources. This will correct the current planning concept that rests on the need of people without considering the limit of growth. Chapter 3 discusses the side effects of current planning approaches to urban spatial development. It is found that, without growth control quotas, current planning methods have depleted our valuable resources through urban sprawling in localities. This invades not only ecological areas but also imposes great burden on local fiscal budgets. Based on the carrying capacity concept, chapter 4 develops a model of population distribution through the gravity model. This project conducts a simulation distribution for cities and prefectures in Taiwan area. Then, it chooses Tainan prefecture as a case study to demonstrate how population growth quotas can be distributed to its administrative counties. Finally, this study provides an implementation framework including the principles and strategies for governments to manage land resources and avoid unwarrantable urban expansion. It is hoped that this framework can serve as a reference for governments to review the urban plan projects and to revise and amend the local comprehensive development plans in order to manage resources and enhance the quality of life.
