    Title: 區域計畫通盤檢討調查分析與研究─中部區域計畫人口與產業發展部門之空間分析研究

    Abstract: 區域計畫乃目前國土計畫體系當中,法定位階最高的一層,其定期通盤檢討相當重要。尤其中部區域在前年的921大地震與今年的桃芝颱風中,人口、產業及設施受創匪淺。不僅地方發展條件發生劇烈變化,配合政府重建工作之推動,區域計畫內容亟需檢討並重新定位。此外,近年來國內經濟受到全球產業競爭與國際經濟景氣普遍低瀰的影響,對中部區域的經濟發展產生重大衝擊,而中興新村的經濟基礎也因精省而受到改變。另一方面,人口社會遷移與老化現象亦構成了區域發展的新挑戰。中部區域計畫第一次通盤檢討自85年8月22日發布實施以來,在兩次重大的天然災害與全球經濟景氣低瀰的衝擊下,原有的計畫環境基礎條件已發生鉅大變化;傳統規劃方法必須運用專業知識加以修正調整才能應用,很難直接以過去的人口、產業統計資料,利用線性模式來估計未來可能的發展。本研究依中部區域之現況特性,經初步回顧相關的研究分析方法後,建議以『策略性情境分析』分析方法為主軸,輔以經濟基礎理論、統計迴歸模擬分析與空間分析等多種數量分析方法,作為後段情境分析之工具。為使中部區域計劃成果能符合未來社會經濟及生活環境之變化,發揮指導中部各縣市發展之功能。本研究主要目的為蒐集中部區域計畫有關人口與產業部門等相關資料,並將九二一大地震之影響納入分析、預測,並探討與環境品質、土地使用之互動關係,以提供中部區域計畫第二次通盤檢討規劃之參考。 Regional plan is currently the top layer of legal land use planning system in Taiwan, it has to be comprehensively reviewed on routine basis. For the Central Region, the review is especially needed since population and industrial sectors are seriously damaged by 921 earthquake and Toraji Typhoon. To appropriately promote the regional development, the comprehensive review is needed. In addition, the recession of global economy and national economy has impacted on the future of industrial development in Central Region. Population aging and social migration are important issues to be analyzed for the future development.Since the preparation, Regional Plan for the Central Region was reviewed and revised in 1996. After the two major natural disasters and the striking of economic recession, the basis of population and industrial development for the Central Regional has fundamentally changed. Traditional forecasting model based on linear relationship cannot be applied anymore. In this study, strategic scenario analysis will be applied while traditional models will be used to supplement the analysis.To make the planning result more appropriate to fit with the social-economic system in the future of Central Region, this research project will collect and analyze population and industrial data related to Central Region. Furthermore, impacts of 921 Earthquake will be included in the analysis in order to facilitate the comprehensive review and revision of development plan for the Central Region.
